I have a metal enclosure and want to regulate the cooking temperature so I don't render the fat out of my summer sausage and such.

Try using an adjustable electric hotplate for the heat source. Buy a small cast iron skillet for wood chips, and cover it with foil. That will prevent the wood chips from bursting into flames, which would cause a major heat spike inside your homemade sausage smoker.
Try to work out a way to provide adjustable venting, which'll help you maintain your desired temperature.
