Smoke problems with propane water smoker

I have a propane vertical water smoker, and I can't seem to keep the unit from burning the chips before I get any kind of good smoke out of it. The unit starts with the burner, up to the fire pan (which carries charcoal if desired), then the water pan, and then on to the racks. I have tried aluminum foil pouches, etc. but my wood keeps burning up. Is it just a soaking issue? I am just looking for techniques for smoking with just the propane and no charcoal. Thanks,

soaking wood chips for smoking

Soaking the woodchips before wrapping them in foil will help. Try using foil wrapped chunks of wood if that doesn't seem to help, as they tend to smoke a little longer.
