wood won't smoke in vertical smoker

I can't get the wood to smoke in my vertical smoker when I have the temp at 200 degrees. If I turn it up to 300 it does but once I lower it that's it.

Try using dry woodchips if you aren't already. And if there's any way to get the wood closer to the heat source, that could help too.
